TGI Submission to the OHCHR: HRC62 Thematic Report on Surveillance

On November 17, 2025, Tech Global Institute responded to the Office of the High Commissioner for Human Rights’ call for inputs with a submission for the upcoming thematic report on “the impact of digital and AI-assisted surveillance on assembly and association rights, including chilling effects,” to be presented at the 62nd session of the Human Rights Council (HRC62).

The submission compiles research findings on the acquisition and deployment of digital surveillance technologies in Bangladesh and India, and their impact on the rights to freedom of peaceful assembly and association. The information provided is in direct response to the questions posed in the OHCHR’s guidance note.
